Efforts to restart negotiations aimed at ending the Russia–Ukraine war have gained attention after Russian President Vladimir Putin agreed in principle to resume three-way talks involving Russia, Ukraine and the United States after November 10, according to a Kremlin official. The development followed a meeting between Putin and US envoy Steve Witkoff in St Petersburg on October 21.
The proposed discussions could address security arrangements after the conflict, possible ceasefire terms and broader diplomatic issues. Ukrainian President Volodymyr Zelenskyy has maintained that Ukraine must be directly involved in decisions concerning its territory and future security. Despite renewed diplomatic activity, fighting and long-range attacks have continued, leaving the prospects for a lasting settlement uncertain.
The outcome matters for global markets because the conflict has affected energy flows, defence spending, trade and investor confidence. Any credible progress towards a ceasefire could ease some geopolitical uncertainty, while a breakdown in negotiations or renewed escalation could keep risks elevated. No final agreement has been announced, and the proposed talks should not be interpreted as confirmation that the war is nearing an end.
